Cellcom, Pelephone to rethink network-sharing agreement

Israeli operators Cellcom and Pelephone will reconsider their network-sharing agreement following a policy paper on the matter form the Ministry of Communications. Pelephone said in a statement that their existing agreement, first announced in December 2013, does not comply with the ministry's standpoint. The ministry said that it is prepared to consider full network sharing between the carriers, except for sharing frequencies. 

In a statement, Cellcom said it is also in talks to provide Golan Telecom with the right to its 2G and 3G radio networks, subject to certain further adjustments that would be required in order to meet certain conditions set in the government policy. It also said its agreement with Pelephone and Golan for the construction and operation of a shared 4G radio network does not meet the policy principles and therefore will not be approved by the MOC. Cellcom said it intends to continue its efforts to achieve network sharing and the goals it set out to achieve under the original agreements, including material savings in operating expenses and capital expenditures, which it expects to be mostly generated from the sharing of passive elements.
