
CMT increases Telefonica local loop rental fee

Spanish telecoms regulator CMT has increased the monthly fee that Telefonica charges alternative operators to rent a fully unbundled local loop. The fee will rise by 6.8 percent to EUR 8.32. CMT periodically reviews Telefonica's wholesale prices. The local loop rental fee was last revised in November 2008 when it was set at EUR 7.79. The current decision of increasing the fee follows an analysis by CMT which found that the incumbent was incurring extra costs by offering this wholesale service. Spain ended 2010 with nearly 2.5 million fully unbundled local loops, accounting for 23.7 percent of total broadband lines. Fully unbundled access is the most used access method by the alternative operators. Fully unbundled loops have doubled over the past three years, increasing by 13.6 percent in 2010 alone.
