
ComCom retroactively reduces LLU, interconnection fees

Swiss federal communications commission ComCom is again reducing the price for unbundling the last mile for the years 2009 and 2010, after already reducing the price to a cost-based level in 2008. The price has been set at CHF 16.70 for the year 2010. Furthermore, ComCom is reducing prices for colocation and interconnection. During 2009 and this year, former incumbent Swisscom applied a monthly rental price of CHF 18.80 and CHF 18.40 for access to the last mile. Swiss fixed network operator Sunrise complained to ComCom about these prices and requested an investigation as to whether the prices were cost-based. As a result of extensive cost analyses and price calculations that were carried out by the federal office of communications Bakom, ComCom is now reducing the monthly price for the unbundling of a domestic access line for the year 2009 to CHF 17.30 and for 2010 to CHF 16.70. At the same time, ComCom decided to reduce the colocation fees charged by Swisscom to third parties to install their own equipment in exchanges and operate them themselves. In particular, it transpired that a cost surcharge claimed for ventilation was not justified. In addition, ComCom made corrections to the price of electricity for the year 2009. ComCom also lowered the interconnection fees for terminating calls on Swisscom's fixed networks for 2009 and 2010, particularly prices for services that are in the greatest demand, where charging is carried out according to actual use (usage charges). Prices become legally valid once the 30-day period for any complaints has expired, as long as none of the parties involved in the procedure complain to the federal administrative court.
