The main changes include a newly reserved block of 2x10 MHz in the 800 MHz band for a new market player and increasing the block in the 1800 MHz band from 2x15.6 MHz to 2x15.8 MHz. The regulator also introduced a so-called minumum required portfolio, in which an applicant sets the minimum range of frequencies it considers reasonable to acquire in the auction; reduced the possibilities to withdraw an offer to two withdrawals and introduced sanctions for misuse of the option; tightened the process of the electronic auction by allowing more rounds per day and increased the minimum bid increment.
The auction is expected to start in June, subject to the completion of a tender for a company providing the electronic auction procedure.
