Dutch ministry launches tender for mobile telephony

The Dutch Ministry of Internal Affairs has published a tender for mobile communication services to the government. The "IWR2017 | Mobile communication services" contract includes the provision of telephony, SMS and mobile internet via mobile networks at home and abroad.

The tender is broadly defined and also includes requirements for providing additional coverage (both indoor and outdoor) based on provider-independent wireless networks. Although the tender does not make the specification by name, it seems as if LAA applications will be explored in a Neutral Host model.

The mobile industry makes lightweight multi-standard small cells, which can supplement and expand the coverage of macro networks. There are also models that would have have a company, government or building landlord managing the small cells, or, neutral parties that could bring additional coverage to all mobile networks, using a combination of mobile frequencies and unlicensed bands. Because higher (sub 6 GHz) frequencies have a lower range, they can be "reused" in buildings.

IWR2017 does not include the procurement of Sim cards, M2M Sim cards and IoT applications without Sim card. These will be tendered separately. The Ministry of Infrastructure and the Environment will not replace its 1000 active M2M Sim cards, because it is too expensive to remove these from the machines.
