EC calls for action on shared spectrum use
The European Commission has called for the EU to do more to promote the use of shared spectrum. In a communication to the European Parliament and Council, the commission said more can be done to ensure shared access to licence-free spectrum and so-called 'white spaces', between TV frequencies. National regulators can monitor and potentially extend the harmonised bands in the EU in which no licence is required. The EU can also develop a consistent regulatory approach for shared rights of use that give incentives and legal certainty to all users (current and new) to share valuable spectrum resources. The communication is the first measure under the EU's new Radio Spectrum Policy Programme adopted earlier this year, which aims to make more spectrum available for wireless broadband services.
