EC still plans charges against Samsung on mobile licensing

Samsung will still face EU charges for having breached antitrust rules by refusing to provide rivals access to its technology, despite the group's decision to stop seeking a sales ban on Apple's devices in Europe. EU competition commissioner Joaquin Almunia said that the European Commission would make an official complaint to Samsung for having withheld standard-essential patent rights from its competitors, the Financial Times reports. "We will adopt a statement of objections very soon. I don't know if before the end of this year or the beginning of next year because we are in the last step of our internal procedures," said Almunia, referring to the commission's complaint. Almunia said that he was pleased with Samsung's decision to not pursue injunctions against Apple, but added that the investigations would continue. "We are very happy if these [requested] injunctions are withdrawn but we will continue to investigate the possible abuses that existed . . . in the past," he said.
