
French telecoms regulator ART will continue to regulate France Telecom's 'option 5' national wholesale ADSL prices, as initially proposed at end-June. The regulator had decided to reconsider the proposal in October after France Telecom expressed its opposition to the plan, but in the end, it maintained its original proposal. ART concluded that France Telecom dominates the market by controlling a 60 percent share of ADSL lines and not 24 percent, as the company had claimed after absorbing Wanadoo. ART expects only 30 percent of France's ADSL lines to be unbundled at end-2005, which means that France Telecom will still control 50 percent of ADSL lines.
