Icasa delays decision on Vodacom takeover of Neotel

South African regulator Icasa has delayed its decision on Vodacom's proposed takeover of Neotel. After holding hearings in January on the takeover, Icasa received additional submissions from industry players as well as Vodacom and Neotel about the deal. Rival mobile operators MTN and Cell C earlier argued for the regulator to block the takeover, saying it would give Vodacom control of too much spectrum. Icasa said that in the interest of fairnesss, it had given all stakeholders the right to make additional submissions, as well as for Vodacom and Neotel to reply, before it takes a final decision. Vodacom first announced the agreement to acquire Neotel in May 2014.
