Italian operators fined EUR 9 mln over consumer rights breaches

Italian competition regulator AGCM has fined Italy’s five main operators (Telecom Italia, Vodafone, Wind, Fastweb and Tiscali) a total of EUR 9 million for breaches of the consumer rights code in the area of distance marketing of both fixed and mobile telephony services. The fines mostly relate to the operators’ practice of initiating the process of activating a line or migrating from another operator during the 14-day right of withdrawal period without first seeking the customer’s permission.

The fines come after the AGCM earlier this year opened investigations into both Telecom Italia and Vodafone for suspected use of aggressive telemarketing. It even raided call centres and offices belonging to both companies with the assistance of the antitrust unit of the financial police.

Vodafone Italia and Telecom Italia have been fined by Italy's antitrust authority for abusing their dominant positions in the market for SMS termination on their networks. The subsequent disruptions to the retail market for mass SMS distribution led to fines of EUR 5.84 million for Vodafone and EUR 3.72 million for Telecom Italia and its unit Sparkle.

Vodafone, Telecom Italia agree to rein in telemarketing practices

Telecom Italia and Vodafone Italia have agreed to monitor their telemarketing activities more closely following an investigation by Italy's competition authority. After the investigation into aggressive promotional practices started in March, the regulator agreed to accept the operators' voluntary commitments without any declaring any infringement of consumer protection rules. Italy's Wind launches last-minute summer offers

Italian operator Wind has announced the launch of a series of new offers for mobile and fixed line users under the tag line "Last Minute Summer". Customers that have subscribed to a prepay offer for at least a year can now access 1GB full-speed data bundles for EUR 2 every 4 weeks instead of EUR 4 or 3GB for EUR 3 instead of EUR 6. Telecom Italia faces antitrust probe over broadband rollout
