KPN puts Base up for sale - report
KPN said it was conducting a "comprehensive review of its strategic option" regarding Base, its mobile operations in Belgium. The outcome of ths review was not yet clear and KPN said it will make further announcements if and when appropriate. The Dutch operator made the comments in response to a report by Bloomberg, which stated that KPN was looking to sell Base, in a move that could bring in EUR 1.8 billion, according to people familiar with the situation. Apax Partners may interest itself in the unit, according to Bloomberg. De Tijd gives Telenet as a potential suitor. Base is Belgium's third mobile operator, with around 25 percent of connections in the market.

KPN is pushing ahead with the sale of its Belgian mobile operator Base, even as America Movil, which now owns just under 30 percent of KPN, has expressed its disapproval of a disposal, people familiar with the situation told Dow Jones. KPN has rejected the partial bid from America Movil, calling it "opportunistic" and suggesting it would give America Movil de facto control over the company with only a minority stake. Belgian operator Telenet has called for regulator BIPT to facilitate talks on network sharing. Telenet and its Wallonia partner Voo hold the country's fourth 3G licence, but have yet to launch their own network. KPN has hired JPMorgan Chase & Co to sell its KPN Group Belgium, or Base, Dow Jones reported, citing a person familiar with the situation. BASE has already attracted private equity interest, with Providence Equity Partners and Apax Partners among potential bidders.

KPN Group Belgium, or Base, added 142,000 customers in the first quarter, to reach a total of 4,274,000, including 9000 new postpaid subscribers. Divestments become urgent, rather than strategic

Recent reports of a strategic rethink in KPN's portfolio can apply to the whole European telecom sector. Mergers and acquisitions are relevant to the core activities, to win market share, develop new markets and enter emerging markets. However, considered alongside the growing need to invest in the roll-out of new networks, the latest moves by operators may appear somewhat negative. At the moment, divestments seem to be driven more by financial pressures than solid strategic choices.

Base has attracted the attention of Xavier Niel, the Frenchman who owns broadband and recently launched mobile operator Free. Bain Capital and CVC have also expressed interest in KPN's Belgium unit, Bloomberg reported citing people familiar with the matter. Apax Partners and Providence Equity Partners could also enter the fray. Bloomberg estimates the sale could bring in EUR 1.8 billion.
