Shares in Liberty Surf surged as much as 16% after a report it was in advanced talks with Belgian telecom operator Belgacom about combining Internet activities. Liberty Surf later said it was in talks with various potential partners. "Following media reports referring to talks with a telecom group, Liberty Surf would indicate that while talks are going on with different partners, they could either reach or not reach a conclusion," the ISP said in a statement. Belgacom declined to comment on the report, which said a deal could be announced as early as this week. Liberty Surf has often said that joining forces with a telecoms operator or media group would make sense.
