Mobile internet tariffs in Portugal are among the most expensive in Europe and regulator Anacom "lacks the courage to face the problem", claims the Association for the Defence of Digital Rights (D3). In its report, D3 accuses ISPs of ignoring the recommendations of the regulator and Anacom of "having done nothing".
The president of the association, Eduardo Santos, said that on the one hand there is a "very relaxed and permissive" regulator and on the other, a government that is "not very concerned" about the issue. Since 2015, it has not introduced into law fines for internet neutrality violations, he said.
D3 concludes by saying that little has changed regarding zero-rating offers in Portugal, considered the worst in Europe, pointing out that three operators have 98 percent of the mobile telecom market.
