Telegram appeals RUB 800,000 fine

Russian messenger Telegram has submitted an appeal on the decision from a first-tier court to impose a RUB 800,000 fine on the company, reports Vedomosti. The fine came as the messenger refused to provide Russian regulators with data enabling them to decode messages sent by its users.
