Virgin Mobile to launch MVNO in Peru in Q1 2016
Virgin Mobile will finally launch as an MVNO in the Peruvian market in the first quarter of 2016, La Republica reports, citing telecoms minister Jose Gallardo Ku. The official said the entry of the MVNO, as well as other possible arrivals such as Chile's Falabella and Spain's Pepephone, will serve to significantly boost competition and result in lower rates for consumers. In Latin America, Virgin Mobile already operates in Chile, Brazil, Colombia and Mexico.

Virgin Mobile will launch its operations in May or June as the first MVNO in Peru, the deputy director for regulatory policies at Osiptel, Tatiana Piccini, told the Andina news agency. This will take the total number of mobile operators in the country to five. The announcement of the launch of Virgin Mobile comes just days after the publication of the regulations for the launch of MVNOs in the country, which set a 60-day deadline for infrastructure providers to reach agreements on network access.

Mexican operator Virgin Mobile has reached an agreement with Facebook to launch the Free Basics platform in the South American country. The partners said the Free Basics app and portal, previously called Internet.org, will give Mexican users free access to around 40 websites and services such as Facebook, Messenger, Wikipedia, Accuweather, BBC World, BabyCenter&Mama, CREA and 1doc3, among others.

Peru mobile laws impose net neutrality

Peru's transport and communications ministry (MTC) published regulations aimed at spurring competition in the mobile market including the obligation for all operators to observe net neutrality, Telesemana reported. The legislation also set down rules for the definition of MVNOs in the country, prohibiting direct links between virtual players and their host networks as well as ruling out exclusivity agreements that could stifle competition.
