Agcom fines Italian operators EUR 9 mln for not completing 28-day billing refunds
Italian communications regulator Agcom has confirmed that Telecom Italia (TIM), Fastweb, Vodafone and Wind Tre are required to pay fines totalling around EUR 9 million for failing to automatically reimburse customers for the switch to 28-day billing plans from 2017 to 2018 by the deadline of 31 December 2018. In a series of new resolutions, the watchdog upheld fines of EUR 3 million for TIM, EUR 2.5 million for Vodafone, EUR 2 million for Wind Tre and EUR 1.5 million for Fastweb following a ruling from the Council of State, Italy's top administrative court. 

That fines pale in comparison with the total amount of EUR 228 million that antitrust and competition authority AGCM ordered the same companies to pay for collusion over their 28-day billing practice.

The operators will now have to automatically reimburse customers for the switch to 28-day billing via free bonus days equal to those charged at the time, confirmed the Council of State.
