
The Danish Energy Agency said that is has made its final decision on the specific rules for the auctions of spectrum in the 700 MHz, 900 MHz and 2300 MHz bands. The 700 MHz and 900 MHz bands will be offered as blocks, to be combined in nationwide licences based on the result of the auction.
'A' lots will be auctioned as three generic frequency blocks of 2x10 MHz with a coverage obligation in one of three area groups. It will be for the winner of an ‘A’ lot to decide if the 2 x 10 MHz should be placed in the 700 MHz or 900 MHz frequency band.
'B' lots will be auctioned as a maximum of six generic frequency blocks of 2x5 MHz in the 700 MHz frequency band without a coverage obligation. 'C' lots will be auctioned as up to six generic frequency blocks of 2x5 MHz in the 900 MHz band, again with no coverage obligation. 'D' lots will be auctioned as four generic frequency blocks of 5 MHz 700 MHz SDL frequencies, without any coverage obligation.
Turning to the 2300 MHz frequency band, this will be offered as frequency blocks, to be combined in nationwide licences based on the result of the auction. The 'E' lot will be auctioned as a single frequency block of 40 MHz in the 2300 MHz band, which includes a coverage obligation for 2,474 addresses. 'F' lots will be auctioned as six frequency blocks of 10 MHz in the 2300 MHz band without a coverage obligation.
Winning bidders will have the option of bidding for extra coverage obligations in exchange for a reduction in their licence price. These extra coverage obligations are divided into 21 address groups.
'A' lots winners must provide, not later than 04 April 2022, an outdoor mobile voice service and a mobile broadband service with a download bit rate of at least 30 Mbps and an upload bit rate of at least 3 Mbps. In each individual coverage area, at least 90 percent of the area shall be covered. Coverage can be done using these frequencies or other frequencies available to the licensee, even by national roaming.
'E' lot winners must provide, by the same date, outdoor mobile voice service and a mobile broadband service with an outdoor download bit rate of at least 50 Mbps and an upload bit rate of at least 5 Mbps. At selected addresses, it is sufficient to provide a voice service and an outdoor mobile broadband service with download speed of at least 30 Mbps and uploads of at least 3 Mbps. The coverage obligation will apply to at least 98 percent of the addresses in the coverage area. Coverage can be done using these frequencies or other frequencies available to the licensee, even by national roaming.
There is no minimum or reserve price for the A lots or E lots. For the B and C lots, it is DKK 95 million per 2x5 MHz: for D lots, it is DKK 25 million per 5 MHz: for F lots, it is DKK 25 million per 10 MHz without coverage obligation. However, there are also price reductions for taking on extra coverage obligations.
