EU countries miss deadline for new telecoms law

Few European countries have met the deadline for implementing the new EU telecoms regulatory framework in their national legislation. A spokesman for the European Commission said only Denmark and Estonia had fully notified it of legislative changes. The UK, France, Latvia, Lithuania, Slovenia and Luxembourg have partially complied. Finland and the UK are presumed ready. A number of countries, such as Germany could be ready by the summer, while France is not expected to propose legsilation until after the summer, and Italy is still unclear on its schedule. The countries face infringement proceedings from the European Commission for missing the deadline of 25 May. The telecoms package includes a number of changes expected to improve transparency and services quality for telecom end-users, such as number porting within 24 hours, more detailed information on tariffs and terms and conditions, stronger protection of personal information and tougher measures against spam, new powers for the European regulator Berec, expansion of the European emergency number 112 and better access to online services for disabled people.
