EU, Korea to cooperate on 5G standards, research
The European Union and South Korea have agreed to work together to develop 5G standards and technology. The agreement was signed in Seoul by Neelie Kroes, Vice-President of the European Commission for the Digital Agenda, and Mun-Kee Choi, South Korea's Minister of Science, ICT and Future Planning. 

The two will work towards a global definition of 5G, including harmonised spectrum bands to ensure global interoperability of the next generation of mobile technology. In 2016, they will launch a joint call for research projects on 5G. In addition, an industry memorandum of understanding was signed between the EU's 5G Infrastructure Association (whose members include Alcatel-Lucent, Atos, Deutsche Telekom, Ericsson, Nokia, Orange, Telecom Italia, Telenor and Telefonica) and South Korea's 5G Forum. 

The EU and South Korea agreed already last November to partner on ICT research. They are now setting up a working group to prepare for the ICT R&D cooperation as well as hold policy discussions in the areas of 5G, cloud and Internet of Things, ahead of the launch of jointly funded R&D programmes in 2016-2017.

EU to hold workshop on 5G spectrum planning

The European Commission has announced that the first workshop on spectrum planning for 5G will be held in Brussels on 13 November 2014. The debates will focus on usage aspects as well as technical and regulatory needs for 5G spectrum and will gather national spectrum regulators, as well as industry and research stakeholders. Nokia plans test 5G network in Oulu

Nokia plans to build a 5G test network in Oulu, Finland, according to the local news service Yle. The company has already made a decision-in-principle on the matter and named two staffers to take forward construction of the network, with actual testing to begin early next year. French telecom sector mobilises for 5G - report

France is mobilising for 5G and with an Orange-led consortium constituted to bid in a 5G standardisation tender due to be launched in November, Les Echos reports. The consortium includes Alcatel-Lucent, Thales, Sequans and eBlink and will have to partner other European players to qualify for EU research money. South Korean telecommunications operator SK Telecom has signed a memorandum of understanding (MOU) with network equipment maker Nokia.
