Vodafone, Quantum bid for Ghana's 800MHz spectrum - report

Only Vodafone Ghana and Quantum Oil have placed bids in the National Communications Authority's 800MHz spectrum auction, Myjonline reported. There are three 2x5MHz spectrum slots at stake, and NCA's asking price for each was USD 33.75 million. Vodafone Ghana is said to have placed a bid of USD 24 million for one slot, while local oil company Quantum Oil offered USD 2 million for a block.   

Per the auction rules, the asking price is not the minimum, so bidders are allowed to bid below it and then enter negotiations with the NCA to determine the minimum price. The NCA was supposed to have announced a winner by 24 October and given the winner up to 23 December to pay for the licence. However, the regulator has not yet announced a winner.

The fifteen-year licences are technology- and service-neutral. Aplicants must have a minimum 25 percent Ghanaian ownership within two years of acquiring the licence.
