
Cable companies, DSL operators, national and international governments and a large part of the telecom industry are continuously questioning the need for consumer fiber networks. Despite market resistance, large cities are close to rolling out FttH, with Amsterdam leading the way. Smaller initiatives have been completed, universities and housing corporations have initiated the first projects. Authorities are widening legislative limits and also KPN has fiber ambitions. KPN initially targeted a countrywide network, but had no response from cable companies. It now only invests in new housing projects, though it also shows interest in rolling out FttH in existing areas (Amsterdam). With regard to the current market resistance, cable and DSL companies say their infrastructure is capable of competing with fiber. But the current triple play packages are not matching fiber offers. At the end of 2006, fiber projects will reach 125,000 homes. In 2014, this number will at least reach 1.2 million
