EU faces complex compromise on roaming regulation

The European Commission wants to eliminate surcharges for mobile roaming in the EU, and the European Parliament has gone further and set a deadline of 15 December 2015 for an end to roaming costs. However, EU governments are proving resistant, and according to the Dutch government, ending roaming from the start of 2016 is no longer achievable. Political and technical obstacles must be overcome before 'roam like home' becomes a reality, Dutch telecoms minister Henk Kamp told a critical parliament. Problems include the high level of existing wholesale tariffs, defining 'fair use' of roaming
