Network-based competition and regulation drive FTTH in Western Europe - just not in the Netherlands

Governments and the EU may favour FTTH, but modernisation remains largely a private affair of telcos and cablecos. An interesting development in this respect is Vodafone's increased efforts towards FTTH. It has publicly confessed to favouring FTTH over HFC (UK, Ireland, Portugal, Italy), although it has taken a pragmatic stance where it operates HFC (Germany, Netherlands, Spain). Network-based competition appears to be positive for fiber expansion in Belgium, Ireland and Germany. Regulatory pressure may work in the UK.
