Tele2 retreats to Sweden, has the alternative operator model failed in Europe?

Tele2 appears close to completing its exit from Europe and retreating to its home market Sweden. Only Germany and the Baltics remain in its portfolio, plus a minority stake in the Dutch joint venture with T-Mobile. One of Europe's first challengers created from the liberalisation of the telecom market, Tele2's retreat appears to signal the end of the alternative operator model based on regulated wholesale access. A new crop of start-ups on fibre networks is trying a different approach, without the reliance on legacy infrastructure and with more long-term investors able to support the
