The challenge of creating competition among ISPs

In Poland a discussion has unfolded around the proposed deregulation of the wholesale bitstream broadband market. The regulator, UKE, investigated the situation and recently closed a consultation period. Its intention is to liberate the incumbent, Orange Polska, of the obligation to provide this service to competitors. Instead, challengers would be referred to (regulated) unbundling services from Orange, bitstream access from unbundlers such as Netia or cable broadband from companies such as UPC Polska.
