Ziggo-UPC merger may ensure open cable networks in the Netherlands

If the acquisition of the largest Dutch cable operator Ziggo by Liberty Global, the owner of the second-largest cable operator UPC Netherlands, is completed, the Dutch broadband market will be dominated by two operators with market shares of more than 40 percent: KPN and the new Ziggo. This will be the moment for Dutch telecommunications regulator ACM to leave the current asymmetrical regulation behind and enable third-party access to TV and broadband services over the cable networks. Dutch minister for economics, Henk Kamp has taken the lead, saying that he will lobby for new EU rules
