End to Dutch wholesale broadband regulation means no duopoly, but will T-Mobile survive?

The Dutch corporate appeals court has overturned the ACM's wholesale broadband access decision. This means an end to 'open cable' in the Netherlands, as well as incumbent KPN's wholesale obligations for internet access. The core question is whether KPN takes its wholesale activities seriously and if KPN and VodafoneZiggo have collaborated to create a duopoly on the market. Questions that can have only a very complex answer.
