Europe lagging in LTE roll-out - is it really so bad?

An article in the Wall Street Journal claims that 'Europe is Losing the 4G Race'. Europe is falling behind other parts of the world in the roll-out of LTE, and various commentators are voicing concern. But how bad is the situation really? Not that bad actually, as most of the worry is coming from lobby groups in Europe that want to promote the EU's Digital Agenda (Neelie Kroes), sell network equipment and devices (the GSMA) or secure easier regulation (the operators).
