ACCC proposes withdrawal of Telstra accounting rules

The Australian Competition and Consumer Commission opened a public consultation on a proposal to end accounting separation for incumbent Telstra. Accounting separation was first introduced in 2001 by the ACCC, then expanded by subsequent legislation and decrees. It required Telstra to submit detailed records on current costs, imputation testing and non-price terms and conditions for its wholesale and retail operations, in order to help the regulator assess the level of competition.
