ACM notifies EU of new rules for business market, KPN

Dutch regulator ACM has finished its High Wholesale access (HWT) market decision. The document regulates access to KPN's network, with an eye to the business market. The decision will be sent to the European Commission, which will have one month to respond. It will then be adopted.

Under the new decision, KPN must give other providers the opportunity to deliver services over its networks. The substance of the decision has not changed significantly to the concept of 29 July, 2016.

KPN will be under obligation to develop a reference offer for wholesale access with guaranteed capacity as a building block for business retail services. This offer must include prioritized Ethernet Services; DWDM; dark fiber and classic leased lines.

KPN may request that certain obligations be withdrawn, once VULA is available as a substitute. The new decision will replace the 2012 document, HKWBT/HL. FTTH and FTTO remain out of scope for this decision.
