ACM proposes changes to KPN unbundling regulation

Dutch regulator ACM has called for market comment on changes in the regulation on access to KPN's network. The draft decision on unbundled access was first published in late October 2014, and a public consultation was held the past six weeks. KPN is in negotiations with providers on its network on virtual access, so-called Vula agreements. As a result, the ACM proposed relaxing the Vula regulatory requirements. KPN would still be required to publish a reference offer available to customers. However, if KPN reaches an agreement with other providers on the tariffs and conditions of the service,
