ACM publishes revised decision on wholesale broadband market

Dutch regulator ACM has published its updated decision on the wholesale broadband market, following input from the European Commission. It includes an expanded analysis of the broadband market and position of cable networks. The draft decision maintains the regulation of KPN as dominant player and requires access to its copper and fibre networks. Cable operator Ziggo is not subject to wholesale access requirements. The EC had called for the ACM to explain better why KPN was subject to regulation and Ziggo not, as well as for the Dutch regulator to look closer at the concept of joint dominance
