ACM sends amended unbundling decision to EC

Dutch regulator ACM has sent its amended decision on unbundled access to the European Commission for comment. The original decision was criticised by the EC earlier this year, prompting revisions by the ACM. In particular, the Dutch regulator expanded its argument for regulating access only to KPN's network and not to cable. The EC will have one month to comment on the new decision. If it has no objections, the decision then becomes final. The new regulation is expected to take effect more smoothly, as KPN was already allowed to negotiate some terms of the access offer with wholesale
