Anacom orders operators to change offers violating net neutrality

Portugal's National Communications Authority (Anacom) has been monitoring zero-rating and similar offers made available by providers of mobile internet access and has concluded that some of these offers are in breach of the EU's rules on network neutrality and roaming.
