Apple Pay to launch in Spain in Q4 - report

Apple is already negotiating with Spanish financial services providers and expects to launch its Apple Pay mobile payment service in the country by the final quarter of 2016, reports business daily Expansion. As in the UK and US, Apple Pay will be free for consumers to use, with the company charging a commission on each transaction to banks and card issuers such as Visa, Mastercard and American Express, said the report. News of Apple Pay's forthcoming launch comes a month after Samsung Pay landed in Spain, with Telefonica also said to be considering the launch of a mobile banking service in

Alle the information is there on the AMEX pages in Spain, I noticed so a release should be imminent https://www.americanexpress.com/es/content/apple-pay/terms.html

Telefonica should take a long hard look the failure encountered by Swisscom and other telecos that tried to launch mobile payments and then stick to their knitting.
