Avicca unhappy with lower 700 MHz coverage obligations

French regulator Arcep's recently released terms for the upcoming 700 MHz spectrum auction have lowered operators' territorial coverage requirements, compared with the authority's December 2014 consultation on the process, writes Patrick Chaize, president of local authorities' electronic communications and media association Avicca. Whereas Arcep envisaged 90 percent national coverage in priority areas by 2018, this obligation has been increased to 92 percent, but not until 2027. Concerning departmental coverage, the regulator has decided on 90 percent coverage in 2027 and 95 percent in 2030,
