Berec launches net neutrality measurement tool tender

The Body of European Regulators for Electronic Communications (Berec) has launched an open tender for the development and implementation of a net neutrality measurement tool. Berec said the tool must be based on open source software and implement a reference measurement system for monitoring the Quality of Service (QoS) aspects of Internet Access Services (IAS), such as speed, delay, latency, packet loss, as well as aspects of traffic management, such as the blocking and throttling of internet-based applications.
