Berec proposes creation of EU-wide monitoring tools

The Body of European Regulators for Electronic Communications (Berec) has announced the launch of a public consultation on its proposal to develop a net neutrality opt-in measurement tool. The aim is to help national watchdogs and end-users measure the quality of fixed or mobile internet access services and compliance with net neutrality rules. Although several European NRAs already have their own monitoring tools and coverage maps, Berec wants users themselves to provide the data via a dedicated smartphone app so that potential illegal traffic management practices such as blocking or
