
Berec, the assembly of EU telecom regulators, has adopted a number of key reports at its latest meeting in Rotterdam. These include a report on OTT services and one on enabling the Internet of Things. Both reports were subject to public consultation in late 2015, and the final reports will serve as Berec's input into the European Commission’s ongoing review of the telecom regulatory framework. Berec also published an opinion on the framework review, in December 2015.
At the plenary meeting, Berec also adopted guidance for operators and regulators on the application of the new international roaming rules adopted last year in the Telecoms Single Market Regulation. In addition, Berec approved its analysis of the wholesale roaming market, which will inform the European Commission’s review of the roaming regulations and help make proposals for new wholesale roaming price caps.
National regulators attending the Berec meeting also participated in a workshop on how to apply the new net neutrality rules in the Telecoms Single Market package adopted last year. Berec is expected to publish guidelines for regulators and the market by the end of August. Discussions centred around the extent to which different commercial practices (including zero-rating) are consistent with the new rules, permissible traffic management, the role and nature of specialised services, and how regulators should assess the quality of internet access services.
