BT ordered to refund wholesale overcharging of Sky, TalkTalk

Ofcom has ordered BT to repay TalkTalk and Sky part of the charges for its wholesale services, after the regulator found that the original charges were not cost-oriented, as required by the dominant operator. In a final ruling in the dispute, Ofcom said BT must refund the overcharging plus interest for the period 1 April 2011 to 30 June 2014 for TalkTalk and from 1 January 2009 to 30 June 2014 for Sky. The fees include Time Related Charges, which apply for engineering work on lines requested by the ISP and that is not included in their service level agreements with BT, and Special Fault
