BT, rivals, industry groups respond to Ofcom report

BT rivals have responded to the publication of Ofcom's Digital Communications Review. Vodafone said that it welcomed moves to tighten regulation and governance of BT Openreach and to leave the option of structural separation on the table. It also welcomed moves to open up BT's ducts and poles. However, Vodafone called on Ofcom to ensure that BT reinvests the GBP 4 billion in excess profits Openreach has generated over the last 10 years in bringing fibre to UK premises, and not just make half-promises to spend an unsubstantiated amount on more old copper cable.
