Conatel to probe Personal Paraguay 4G launch

Paraguay's telecoms regulator Conatel has announced that it will investigate the launch of LTE by Personal (Telecom Italia) on the grounds that the operator failed to seek its consent for the activation of such a service. Conatel said it would also look into Personal’s plans to “re-engineer” the 850 MHz and 1900 MHz bands for 4G use. Personal launched 4G services in the capital Asuncion just a day after Conatel announced the allocation of six blocks of mobile frequencies in the 1,700-2100 MHz (AWS) band to Claro (America Movil) and Tigo (Millicom) for a total of USD 90 million.

Personal decided against making an offer for the 4G frequencies after criticising the terms of the licences and the basic cost. The operator had previously launched a modem-based 4G service back in 2013.
