Consumer groups call for FCC action on zero-rating

A coalition of consumer groups including the Open Technology Institute, Center for Media Justice and Free Press have written to FCC chairman Tom Wheeler to urge the commission to take action against zero-rating plans, which allow ISPs to exempt certain content from customers' data caps. The groups write that such practices contravene net neutrality and Open Internet rules by distorting competition, stifling innovation and limiting user choices.
