Dutch regulator recommends 40% spectrum cap for each operator

Dutch regulator ACM has recommended the government impose caps on how much spectrum individual operators can acquire in the upcoming multiband auction. It did not see any reason to reserve spectrum for a potential newcomer on the mobile market.
