Dutch upper house to vote on net neutrality rules 4 October

The upper house of the Dutch parliament is expected to vote in early October on the proposed changes to the Telecommunications Law, including implementation of the new EU net neutrality rules. The bill was handled in committee on 13 September and scheduled for a plenary vote on 04 October. The changes were already approved by the lower house, but have been delayed in the upper house after questions from a number of MPs. The law adopts a strict interpretation of the EU's net neutrality rules, including a ban on zero-rating data services for specific applications. The ACM will be in charge of
