EC to relax wholesale access for broadband upgrades - report

The European Commission is considering relaxing network access obligations for operators that commit to upgrading their broadband services, according to a leaked proposal seen by Euractiv. National regulators would "be encouraged not to impose access obligations" if the major firms make a "significant improvement compared to available networks," according to the Commission's in-house legal analysis of the planned changes to the telecom regulatory framework. The Commission is expected to announce the proposal in September. It's also expected to extend some telecoms rules to cover internet
