ETNO report calls for transition to ex post regulation

ETNO, the association representing Europe's main telecom operators, has published a report with recommendations on reforming the EU's telecom regulatory report. The report by Plum Consulting recommends a greater focus in regulation on the impact on end-users, with wholesale regulation withdrawn when retail markets are found to be competitive. According to the report's authors, this could help stimulate investment and infrastructure-based competition in fixed broadband.
