EU broadband cost directive having little impact yet after slow implementation

The EU's directive on reducing the cost of broadband network roll-outs, passed back in 2014, has had little impact yet, due to many states implementing it only recently, the first study on the impact of directive found. A survey of telecom operators found that there had been improvements in access to physical (including in-building) infrastructure and the information relating to this since the directive was applied.
