EU members pledge support for connected cloud infrastructure across Europe

The EU states have signed a joint declaration supporting development of a pan-European cloud infrastructure and efforts to stimulate cloud services across the public and private sectors. The European Cloud Federation Join Declaration was signed by 25 of the 27 EU states at a virtual meeting held by telecom ministers to discuss digital policy. 

The declaration recognises the need for additional investment, enhanced synergies across national initiatives and a coordinated strategy to lead cloud uptake in the private and public sectors across Europe. In particular, they see a need to combine private, national and EU investment in deploying secure and sustainable cloud infrastructures and services. This is expected to lead to new cooperation with industry and experts to form the 'European Alliance on Industrial Data and Cloud' by year-end. 

The plan is to define a common European approach on federating cloud capacities, by working towards one set of joint technical solutions and policy norms in order to foster pan-European, interoperable cloud services. This should support further take-up of cloud services, energy-efficient data centres and services to support SMEs, start-ups and the public sector.

Telecom support for cloud federation

The EU telecom operators association ETNO said it supported the plans, which could stimulate competition with the mainly American and Asian cloud service providers on the market and support development of the European tech industry. "While creating an alternative cloud ecosystem from scratch would be technically and commercially unfeasible at this stage, we fully support the EU’s vision of building a pan-European cloud “federation” of interconnected cloud capabilities," ETNO said in a statement. 

European telecom operators support the objective to build an "open, trustworthy and value-based infrastructure ecosystem", the group said, which facilitates the sharing of data among businesses and public sector while guaranteeing data sovereignty in compliance with European values. Support for 5G and fibre networks, along with edge computing abilities, is seen as key to developing a connected European cloud infrastructure.
