EU operators push for bandwidth charging

European telecom operators will publish a report this week advocating new business models, including charging online content providers for network priority, in order to finance the next generation of broadband infrastructure. The report follows an industry meeting with the EU commissioner Neelie Kroes in March to discuss concerns the EU's broadband targets are under threat. The outcome of the meeting was an agreement that the chief executives of Alcatel-Lucent, Deutsche Telekom and Vivendi should prepare documents about how Europe could hit the targets for 2020, including the objective that
